The protagonist is a double agent on the side of the good guys, with the Black Organization codename Cognac.
The protagonist is Hiromitsu's childhood friend. He knows Hiromitsu has a younger brother and has seen his photo, but Hikari has never met him and doesn't know the protagonist's identity.
(A childhood-friend older brother who was his first love, and a younger brother who fell in love at first sight.)
Mashou Saku is the first secretary at the Sakura Island Embassy in Russia. In reality, he is an overseas police liaison officer with the External Affairs Division of the Sakura Island Public Security Department.
Mashou Saku had gone undercover in the Black Organization back in Sakura Island. Because he was so outstanding at his job, he worried his cover would eventually be blown. During a major operation, he deliberately exposed his identity as a liaison officer, then pulled off a resurrection and was transferred back to the Toto Metropolitan Police Department.
When he put his police insignia back on in the External Affairs Division, the division chief told him:
"You've worked hard, Mashou. We've planted another undercover public security officer in the organization in Sakura Island. They'll be helping you with your work from now on."
The division chief gave him a suggestive smile. "I hear this is your type. Why not pretend to be a couple? It'll make things easier."
Mashou Saku took the photo. The cat-eyed young man's face did indeed look about sixty or seventy percent like his first love.
He turned the photo over and saw the name Morofushi Hikari.
Mashou Saku, pupils trembling: "??? Chief, are you saying I have to pretend to be dating my first love's younger brother?"
At a meeting with Gin, the silver-haired assassin tossed him a photo as well:
"This is your target for infiltrating the police department. We've looked into him. He was your classmate at university and police academy, and based on our investigation... you two are very close."
The composed double agent picked up the photo, and the formal ID picture of a sharp-eyed police officer came into view.
