The top is frail, in poor health, and not in great mental shape. He's stubborn and hot-tempered. He's blind in one eye, but still very handsome.
The bottom is a fleet marshal, decisive and highly respected. Though the top often gives him the cold shoulder, he still protects him, because the top's poor health is closely connected to a decision he made years ago.
That's the general idea. I'll add to the blurb later. It should be a somewhat unconventional groveling romance (haha, after all that, it still turned into a groveling romance). Not recommended for readers who are strongly attached to either role. The author has unusual tastes: the top is very weak and the bottom is very strong. No switching or separating the pairing, thank you very much.
