Rule Horror: The Uncanny Beg Me to Stop Making Memes

A world of horrors invades, and national fortunes are bound to dungeons. If a challenger clears a dungeon, their country's fortune rises. If they fail, it falls. If it reaches zero, the country is destroyed.

Daxia has lost six rounds in a row, and its national fortune has fallen to 18 percent. The seventh challenger is chosen:

Meng Zhi, a recent graduate studying for the civil service exam.

Everyone thinks she's doomed.

But suddenly, a voice rings out in her mind:

“This System recognizes any popular catchphrase spoken by a challenger as a temporary regulation, then generates an official red-headed document according to the real-world legal system and forcibly enforces it against any violating horror. Penalties: fines, imprisonment, and the death penalty.”

From then on, the horrors have the worst of it.

An old woman with a cat's face rides a ghost-fire motorcycle right up to her and attacks? Meng Zhi says, “There are countless roads, but safety comes first,” and an official document immediately confiscates the motorcycle, issues a fine, and deducts points.

Six thousand horrors chase her with broadswords? Meng Zhi shouts, “If you're my brother, come and hit me,” and an official document sentences every last horror to three years in detention for carrying weapons and participating in a group brawl. Off to prison they go.

A livestreaming company forces her to broadcast sexually explicit and violent content? Meng Zhi raises a hand and says, “The internet is no lawless place.” An official document revokes its license and fines it 7,000 yuan. The company goes under on the spot.

The horrors bring the terror. Meng Zhi hands them penalty notices.

The former bare their fangs and claws. The latter pulls out an official document: “Under Article 26 of the Horror Punishment Regulations, you are in violation.”
