In the spring of 1942, in Anqiu, a small town in central Hebei behind enemy lines, the Communist forces were growing stronger by the day. Several nearby county towns had already been liberated, leaving the Japanese and their puppet forces in Anqiu fearful and scrambling to find a way out. Cai Shuigeng, head waiter at Dingxianglou, a donkey-meat restaurant, was highly regarded by the Japanese and their puppets. In truth, he was an underground Communist Party member who had the enemy dancing in the palm of his hand. Under Cai Shuigeng's leadership, several Communist Party members launched a series of courageous underground resistance operations.
