With public safety in Qing Shui City growing increasingly chaotic, Lin Yin is called upon in a time of crisis to serve as the new chief of the city's Public Security Bureau. On his way to take up the post, he personally catches three burly men who have committed a violent crime, but the head of the local police station, Zhao Tiejun, lets one of them escape. Together with Deputy Chief Niu Ming's lukewarm attitude, this leaves Lin Yin deeply unsettled. One night, the office of Secretary Wan of the Municipal Party Committee is burgled, and Lin Yin vows to solve the case by a set deadline. From then on, relying on upright officers such as Qin Zhijian and Gao Xiang, and with the support of Deputy Secretary Chen and Mayor Hong, Lin Yin wages a life-and-death struggle against Zheng Guangjun and the corrupt forces within the Public Security Bureau.
