On the Mekong River, the merchant ship Huaping is attacked by Golden Triangle drug lord Sang Kun, known as “Black Scorpion.” Thirteen Chinese crew members are killed and falsely accused of drug trafficking. To clear the victims’ names and destroy the trafficking network, the Ministry of Public Security forms the Falcon Hunt Task Force, led by hard-nosed narcotics officer Lu Feng. He joins forces with intelligence expert Su Qing, sharpshooter Zhao Lei, and A Da, an old boatman whose family member was among the victims, to pursue the traffickers across the border.
After enduring countless dangers, the task force uses clues from an undercover source to pinpoint the traffickers’ transport route. Lu Feng is injured in an ambush on Ghost River. Using a ledger of intercepted transactions, they uncover evidence that Black Scorpion colluded with border officials and identify his main drug lab, disguised as a rubber plantation. On a stormy night, police from China, Laos, Myanmar, and Thailand launch a joint assault. Zhao Lei sacrifices himself to cover his teammates, while Lu Feng leads the team into the factory and confronts Sang Kun on the helipad, finally bringing him under arrest.
Three months later, merchant ships sail the Mekong once more, the five-star red flag flying in the breeze. Holding one of Zhao Lei’s commemorative blank rounds, Lu Feng watches as the river, protected by the lives of narcotics officers and innocent sailors, regains its former tranquility. In the end, justice brings the guilty to account.
