Ten Strategies for Rulers and Their Ministers, Immortalized in History

The art of balancing ruler and minister lies at the heart of ancient Chinese political wisdom. It reveals the complex interplay and collaboration behind the highest reaches of power under imperial rule. From Liu Bang and Xiao He complementing each other as they built their enterprise, to Liu Bei and Zhuge Liang’s final charge when the latter was entrusted with the heir; from Li Shimin and the division of “strategy and execution” between Fang Xuanling and Du Ruhui, to the reform alliance of the Wanli Emperor and Zhang Juzheng; from Kangxi’s advisers helping him break through a crisis to the harmonious partnership between Qianlong and A Gui in an age of prosperity, these legendary pairs show how powerful rulers and capable ministers shaped the fate of dynasties through a blend of trust, political cunning, and shared ideals. Their success rested on common goals, complementary abilities, and absolute trust; their failures often stemmed from suspicion over power, conflicting interests, or the limits of their era. Together, they form an epic history of the philosophy of rule.
