It's not weird and twisted enough, and there's a sense of pettiness from top to bottom.
The idea is good, but the writing is not good. There is neither the struggle to survive in the weird and terrifying atmosphere, nor the protagonist's battle of wits and courage to resist the malicious rules. There is no cheating to crush everything in the battle, and there is not even a hint of the secret joy flowing behind the scenes. The writing is decent, but what does a plot like this do to attract readers?
I'm not saying you have to be picky, but sometimes it feels like playing house. Maybe it's because you're afraid of trouble and don't dare to be so bold when writing, which leads to petty writing.
