Luo Sha, wearing the Kazekage's hat, looked down at the villagers smiling happily and sighed softly. With a wistful look on his face, he began to tell them a story.
When I first took over Sunagakure, the village was still underdeveloped. We were desperately short on fighting strength, had no idea how to make money, and, most importantly, had absolutely no source of income.
Sandstorms were everywhere, and there wasn't a single decent road. Hundreds of households in the village had to share one small lake where you couldn't even catch fish. A single bucket of water had to last more than a dozen ninjas for over ten days, so forget about taking a bath.
I went to ask the village's advisors for money to invest in... building up the Hidden Sand Village. And guess what?
More than a dozen advisors slammed their hands on the table and told me, “We have no money to give you, but you can have our lives! Luo Sha, take a look at how much all our heads are worth. Sell them to fund the village's development, and not one of us will complain! If you're capable enough to be Kazekage, then you're capable enough to find the money. Otherwise... go home and make babies. Give the village a few more people.”
All right, that's exactly what I was waiting to hear.
In less than five years, Sunagakure had everything. We had people, paved roads, greenery, and even completed the massive project to divert water from the north to the south. Every household raised at least ten pigs, so we had meat at every meal. With plenty of meat, everyone grew stronger, the ninjas improved, and their weapons got better too.
Without that foundation, would I dare take on the Otsutsuki head-on with the other four great ninja villages?
Dream on!
