In 2021, the Eighth National Conference on Pairing Assistance to Xinjiang was held. In response to its directives, Shanghai organized grassroots courts to select personnel for legal support work in Xinjiang. Li Xianming, a member of the Party leadership group at Shanghai's First Intermediate People's Court, answered the call and headed to Xinjiang. Wang Meng, a newly appointed judge, was selected by a twist of fate to spend a year providing support in Shache County, Kashgar Prefecture, an area Shanghai was assisting.
Not long after Wang Meng arrived, petitioners led by Li Da gathered at the Shache County Court to cause a disturbance. Since the matter involved a pomegranate-growing industrial park that Shanghai had helped build years earlier, the court in Huangdi Town, under Wang Meng's jurisdiction, took on the investigation and outreach, as well as the work of resolving disputes among the local people. Li Da and his associates repeatedly threatened and obstructed them, while all sorts of local disputes kept cropping up, bringing Wang Meng's work to a standstill. Through the careful and patient efforts of everyone at the Huangdi Town Court, the court helped villagers resolve one difficult dispute after another, putting the Fengqiao experience into practice. With the assistance and cooperation of lawyers supporting Xinjiang, Factory Manager Wang, Commander Tao, concerned local residents, and units at every level, they resolved the petition over the pomegranate orchard and even helped Li Da find his roots in Ningxia. Through exchanges between Shache County and Shanghai, and with everyone's joint efforts, they successfully addressed the villagers' pomegranate sales crisis and deepened mutual understanding between the two places. Their bonds grew ever closer and stronger, like the seeds of a pomegranate.
