In 1987, Bu Yunfeng, a young and ambitious deputy chief of the Economic Inspection Team at Liancheng's Bureau of Industry and Commerce, was assigned by the authorities to investigate the city's Boiler Factory. The loss-making factory had no value left to preserve, but given the impact on all parties and policy restrictions, the municipal government worked actively to coordinate a solution. Experts proposed merging the factory as a whole into the city's Explosion-Proof Equipment Factory. However, the latter's cadres and workers strongly opposed the decision, believing the city's attempt to "rob the rich to help the poor" could very well drag them down too!
After learning the facts, Bu Yunfeng supported the Explosion-Proof Equipment Factory's demands. He reported to the leaders of Liancheng's municipal government and got into a heated argument with the experts. He believed merging a poor factory into a rich one wouldn't solve the problem of keeping the business afloat. Instead, it could easily make the rich factory poor, creating a vicious cycle.
