Propagating the Leaf Village Threat Theory: Forget Britain of the Mist!

A thousand years later, the shinobi world was still trapped in the old system of feudal domains.

“What kind of government is ‘one country, one village’? A mashup of the Western European feudal vassal system and the feudal enfeoffment system of the pre-Qin era?

“The great affairs of a state lie in its rituals and its military. Isn’t it ridiculous that the country’s supreme military force is actually a mercenary organization?”

A fan of Cao Cao was reborn in the shinobi world, in Kirigakure Village. He had only three things in mind.

Beautiful women, immortality, and unification!

At this time, Konoha was at its peak, Kumogakure was ambitious, Iwagakure was waiting for an opportunity, and Sunagakure was quietly biding its time. Only Kirigakure, on the eve of the Bloody Mist, faced the covetous gaze of Uchiha Madara from outside and constant conflict among the great shinobi clans within. As the young clan leader of the Hozuki, how could he unify the shinobi world?

To make matters worse, just after Hozuki Shingetsu became a jonin, the Mizukage announced a policy of isolation!

The newly appointed foreign affairs officer had a lot to think about... Wait, an island nation and diplomacy?

And so, beginning with the “Continental Balance Policy,” the “Konoha Threat Theory” and the “Uchiha Human Rights Report” appeared in succession, marking Kirigakure’s entry onto a path of development unlike any before it.
