Black fog permanently shrouds the wasteland city of Ogut. The floating fortress Mobius hangs above the clouds, using Ethan's frozen lemon tea to enslave minds and maintain a brutal class system between the upper and lower districts. Tiansun, a casualty of a power struggle, was cast into Ogut's undercity as a child, where she survived alongside the orphan Li Dong for ten years.
