Beneath this bustling city lies a ledger of fortune and prosperity that no one knows about. The wealth each person can possess in a lifetime is predetermined. Money exceeding the amount allotted in one’s fate ledger is called “surplus wealth.” The Surplus Wealth Collectors’ job is to reclaim this windfall without drawing attention. They cannot use magic to harm people; they can only manipulate the cause and effect of the world: investments going bust, contractual traps, sudden illness and injury. They use disasters that seem perfectly ordinary to mortals to erase any excess wealth.
