Others hoarded grain for fear of chaos; he did it to keep track of the days. Others made connections to curry favor; he chose people who could be useful. Every official in the city waited for the emperor to speak. Only he knew what was coming: not an imperial edict, but the Xiliang cavalry of Li Jue and Guo Si. First, survive Chang'an’s deadly predicament. Then take over in Yizhou, where no one else could handle the mess. Set up farms, build an army, establish schools, reform the system...
