Zhongzhou City has been anything but peaceful lately: a boxing champion on a three-fight winning streak sees his heart rate drop the more decisively he wins. Lu Heng ran the numbers for him. It's called a heartbeat tax. Lu Heng is a field agent for the Xuanheng Bureau and a licensed psychological counselor who specializes in out-of-control supernatural abilities. His treatment usually involves just one thing: dismantling the source of the problem. Until he discovers that someone has been quietly taxing every supernatural in the city. Memories are taxed, responses are taxed, even the strength to want to wake up is taxed. The ones collecting are four gods known as the Calamities.
