America: My Superpower Is Only Valid in the County Seat

Good news, I have superpowers. Bad news, my superpower only works in the county. The better the county's economy, the larger the population, and the happier the people, the wider the range of my superpowers and the stronger they will be. My goal is to spread my super powers around the world. So there is nothing to say, I want to contribute to the development of this city. Investment promotion, talent introduction, ecological construction, and educational equity are all planned. There's just a small problem now. This small town is on the U. S.-Mexico border, where gangs, drug dealers, corrupt officials, immigrants, and smugglers coexist. What's the next story? Hmm... It's kind of interesting.
