Caught Again Today?

Did you know?

Throughout humanity's short yet lengthy history, a primal impulse has lain hidden deep within us.

The entire history of humanity is a story of giving in to it, suppressing it, and finally...

becoming it.

A renowned psychologist discovered this and named it the "latent criminal impulse."

When this impulse exceeds a certain normal threshold, a person transforms into a... "criminal."

And so the Latent Criminal Impulse Assessment System, also known as the "Crime Assessment System," was officially launched.

No latent criminals in human society will be able to hide.

To house these potential criminals, a city independent of normal society was built from the ground up.
