After watching Fairy Tail, I feel that the Black Dragon King can become the ultimate villain purely because of his position. The protagonists all use dragon-killing magic. Without dragon soul neutralization, they will 100% turn into dragons in the later stage. They all say that the Black Dragon King is crazy. But even if they win the Dragon King Ji (if they don't win, all humans will be food raised by the dragon clan) and kill all the dragons, they don't go around killing them. They just look for dragons to kill.
