On October 26, 1999, a young woman, Shiori Ino, was stabbed to death in front of JR Okekawa Station in Saitama Prefecture, Japan. The victim reported the case to the police many times because he had been stalked and harassed for a long time, but the police did not pay attention to it and ultimately failed to prevent the tragedy.
