[Putting this aside for now. I'll come back and fill in the plot hole when I'm in a better place.]
Ling Bai, an officer with the Beastfolk Rights Protection Bureau, is assigned to assassinate the werewolf terrorist Xiao Yue.
The mission is complete and Xiao Yue's head hits the ground. But the Bureau abandons her, and she is surrounded with no way out.
A man emerges from the shadows, his huge, furry tail held high. He loosens the tie, a symbol of etiquette in human society, and leans close to her ear with a grin. "Little rabbit, where do you think you're running off to?"
Frightened into rabbit form, Ling Bai is pinned to the ground and thoroughly rubbed into the dirt by Xiao Yue.
He removes her suppression collar, swallows her medicine, and laughs as he grips her by the throat.
Ling Bai touches her gland and realizes she's been marked.
She hates him, yet gives in to her surging desire, craving his scent with all her might.
As a beastfolk officer raised by the human faction, Ling Bai has worn a suppression collar to restrain her instincts for ten years.
When the collar comes off, her emotions surge like a tide, and self-loathing makes her point a knife at her own heart time and again.
She hates beastfolk, and hates herself even more for surrendering to desire. It is Xiao Yue who takes the knife in his hand and turns its point away from her.
He kisses her tear-streaked eyes and trembling lips. Even as she drives the knife into his body, he comforts her: "It's okay, Baibai. I'm here."
Twenty-eight years ago, humans massacred the werewolf clans, and Xiao Yue, a werewolf's son, was lucky enough to survive.
As an adult, he built the beastfolk empire of Shayi with his own hands, leaving humans with only two choices: die, or be transformed into beastfolk.
Behind the illusion of peace lies his game of wits with human politicians. At just this moment, a rabbit beastfolk from the human faction falls into his hands, entirely at his mercy.
When Xiao Yue wants her, he doesn't even spare her when she's in rabbit form.
He finds her furious, gnashing her teeth at him, so amusing that he can think of nothing but teasing her.
Later, he seems to start seeing her in a new light.
Xiao Yue is inexplicably irritated. He hates love and all that nonsense. Human feelings are nothing but a web of empty pretenses.
One day, Ling Bai asks his permission to go find a way for beastfolk and humans to live together peacefully.
Xiao Yue sends her on her way, then sits at his desk, his knuckles whitening as he clenches his fists. What kind of nonsense is this? A way for beastfolk and humans to live together peacefully?
He actually believed in this ridiculous idea, and just let her go?
What he really wants is to ask her, after agreeing to let her leave: I let you go, so couldn't you at least kiss me first?
