Gotham isn't big, but it makes legends.
Give him a secret identity, and he can lock up every villain in Gotham.
Give him a Kurosawa Jin, and he can hide his identity even deeper.
That's right, he's Ika Misai, top HR specialist from the Black Organization.
It's not that the supervillains aren't doing anything. It's that HR is just too good at hiding.
Famed businessman Bruce Wayne once said, "If I'd known he was this capable, I should've let him work two fewer days of overtime. Gotham's crime rate could've dropped by at least 40%."
The epic documentary The Legend of the Black Organization is still airing.

Ika dug a coin of uncertain age out of a drawer. When he looked up, he found himself inside a game he'd once played: Sake Distillery HR Simulator.
Thanks for asking. I'm in Arkham, the Riddler's next door, and the Joker's across the hall. My brain's a tangled mess, and a System is babbling nonstop in my ear.
The System orders him to build a distillery here...
A distillery made up of the Boss, traitors, dead weight, and Gin.
The organization's members and their identities have to be obtained through gacha draws. As HR, he has to play several roles at once, and only after their synchronization reaches a certain level can he activate automatic proxies.
To escape Arkham, Ika furiously rolls the gacha and successfully draws a limited red-side character...
Kurosawa Jin.
Ika: ? Isn't he our distillery's hardest worker?
He's turned red. Does the organization have any future now?
Fortunately, his gacha pool is full of characters whose red and black sides are reversed.
And so...
Batman meets the new warden at Arkham. The warden claims to have a new treatment method.
Bruce: "I'm listening."
The silver-haired, green-eyed warden punches the newly awakened Joker unconscious.
Red Gin: "Violence therapy."
Red Hood sees a curly-haired guy in sunglasses in Crime Alley. He looks like a shady character, so Jason tries to talk to him, only to end up in handcuffs himself.
Jason: "You're not a criminal?"
Black Matsuda pulls out his ID. "GCPD. Want me to get my badge number tattooed on my face?"
Jason: Gotham's doomed! The cops look more like criminals than the criminals do!
Spider-Man gets a new desk mate at school, and from then on, there's a murder every day.
Peter, innocently caught up in it: "I don't think this is right."
Black Shin, single-handedly raising the crime rate: "You'll get used to it, Spider-Man."
The little spider, caught off guard and exposed: !
Production team: It's been so long. The shadow of the Raven should've fallen over the whole world by now, and the distillery should've become the biggest villain, right?
System: The Black Organization is now the most popular superhero team of the year. Raven-kun merchandise is outselling everything else by a mile. Want to see?
Production team: Then who's the biggest villain now?
System: The red-side character from Arkham, Kurosawa Jin.
Production team: ?

DC + Detective Conan + a little Type-Moon (background setting)
Reader's guide:
1. The male lead is no good person. He's the sort who stays far from people and close to Constantine.
2. Not a typical secret identity story. Once a proxy is activated, the red-and-black reversed characters themselves take over.
3. No CP. The male lead keeps his real name secret.
4. OOC warning. Lots of original worldbuilding.
5. Enjoy your meal.
