The Song of Peace

Six provinces have fallen, and the land lies in ruins.

A new dynasty has just been founded, and everything needs rebuilding.

But the clouds of doubt from the old days still hang overhead, impossible to dispel.

Watch as the two of them join forces to break through the stalemate and compose a song of peace for this battered land.

A future chancellor (?) who's cold-hearted and cares only about seizing power x a naive, guileless fool of an emperor (...) who cares only about the one she loves

Basically, it's a story about the two of them helping each other grow.

Neither protagonist has a traditionally virtuous outlook. They might be better described as women who will stop at nothing to achieve their goals.

Plot-focused, slow-burn, long-form story.

The world has female-only reproduction, so both protagonists may have children of their own. Please don't read if that's a dealbreaker.
