Victor Hugo, a young man who likes to tinker with little inventions in his spare time, is assigned by his senior, Romain Rolland, to team up with Charles Pierre Baudelaire of the Operations Department, the notorious "Flower of Evil," and help with the early preparations for the founding of the Paris Commune.

Baudelaire, a young man who runs his own quiet bar and personally mixes the drinks, is dealing with a spy sent by the Special Combat Forces Bureau when a man calling himself "Hugo" approaches him. He says Monsieur Rolland hopes they can prepare for the founding of the Paris Commune.

Revolution is no easy undertaking. At first, neither of them imagined they would be caught in such a quagmire. As the fighting escalates, battles between ability users of global stature spill into France's domestic politics. They cannot sit by and do nothing, so they step forward.
