Freelancer Michel Wayne comes to New York to meet an online friend, only to get caught up in trouble. At a crucial moment, his sports car suddenly starts driving itself, with a string of other self-driving cars following behind, racing through the streets like they're in Fast and Furious.

Later, after establishing a long-term partnership with the Autobots, Michel is forced to work for S.H.I.E.L.D. and run errands for the Avengers. When his adoptive father finds out, he flies into a rage. Several Justice League members also develop an inexplicable urge to protect the kid. "Gotham is under the protection of the dark Batman. The dark one is with the Justice League. How can you take someone from Gotham and make him work for you?"
Avengers: "That's hilarious. He's one of ours here, of course. Who says being born in Gotham means he has to work for the Justice League? New York is way more hip and trendy than Metropolis."

After meeting all sorts of aliens, beings from other dimensions, and superheroes, Michel suddenly realizes how important communication is and asks his superiors: "Why not set up a dedicated department to deal with these kinds of incidents?"
And so a diplomatic department, nominally under S.H.I.E.L.D.'s control but operating independently, is established to resolve conflicts between "super-powered" groups.
