They are allowed to work during the larval stage. Since Zerg have a lot of effort and preparation to put into finding a mate, they start working as adults before they finish developing.

To be honest, I was shocked by the ending and disgusted by Seth [crying with laughter] [crying with laughter]. The next step is not going to be a bloody plot like being raised until you are a teenager and then finding out that your adoptive father is a bad guy.
