Fu Xun x Li Tuo

In the thirteenth year of Tiancheng, the emperor and the crown prince died suddenly in Zhangde Hall, and Prince Tuo ascended the throne. The young emperor sat alone in the palace, while powerful clans and imperial relatives watched like hungry wolves. Fu Xun fought her way back from Jingzhou to Luoyang by herself. Everyone said she was a loyal dog at the emperor's side. Luoyang had long been battered by snow and wind, and Fu Xun dealt with the imperial relatives, powerful clans, and local warlords one by one. And so, that loyal dog became a powerful minister.

The whispers meant to turn Li Tuo against Fu Xun never stopped.

Many years ago, Fu Xun and he had only each other. Later, Fu Xun went to Jingzhou and many other places. Even after they came to rule the realm together, she had close friends by her side, justice in her eyes, the people in her thoughts, and ideals and the common folk in her heart. He became little more than a thread holding her to him, anxiously waiting day and night for the day Fu Xun would never fly back to his side again.

Yet he was helpless, and had no choice but to endure it.

*The focus is on political intrigue and reform, with an ensemble cast, so the pacing may be uneven. The only romance is between the heroine and His Majesty, as far as I can tell, since the completed outline has no secondary couples. Their romance will have relatively little page time, and their relationship is unequal. If that's not for you, just read it for the political intrigue. The heroine has a husband through a political marriage, and that marriage will not be dissolved later.
