To maintain order in the world, humans who develop special abilities through mutation establish the International Regulator Organization, or IRO, to deal with dangerous invaders.

Qi Shu is a bounty hunter with grand ambitions and powerful abilities...

While the regulators take on the little monsters, he disguises himself as a helpful citizen, swipes the spoils, and flirts with the chief.

While the regulators transport mutated creatures to a research institute, he ambushes them en route, kills the target, and collects the bounty.

When the regulators hire him to help, he makes an outrageous demand, then makes a flashy entrance.

After the IRO chief finally catches him red-handed...

The flashy, arrogant hero makes a regretful exit, forced to sign away his freedom in tears. Then--

He turns the IRO upside down.
