The modern population has exploded, causing the underworld's workload to multiply several times over. There is a severe shortage of ghostly hands to do the work.
To solve the problem, the highest leader of the underworld, the Great Emperor of Fengdu, decided to take a page from the mortal world's civil service exams and recruit suitable ghosts in large numbers.
Feng Wuyou, a third-generation ghost with a pair of parents who leech off their elders, aspired to follow her grandfather's example. After finally passing the exam, she became an honorable intern.
Then she transmigrated after falling into a crack at the boundary of the underworld.
Standing on a street lined with signs in an unfamiliar script, holding a task sheet requiring her to guide 9,999 souls to the underworld before she could secure a permanent position, Feng Wuyou was dazed.
With a bitter expression, Feng Wuyou registered as an affiliate of this world's underworld. She could only complete her task while searching for a way back.
Assigned to Beika Town, Feng Wuyou had no place to stay in the underworld, so she had to live among the living. She reluctantly sold off the assets she'd brought with her and rented an apartment.
Then one day, while being evacuated because eight bombs had been installed in her apartment building, she saw a familiar character. Only then did she realize she might have arrived in a famous manga.
Remembering the manga's story, Feng Wuyou clasped her hands together. “Thank you, God--no, Great Emperor of Fengdu, for bringing me to this dream world.”
Note: She only read the early part of the manga. She knows Conan is Shinichi after being shrunk (and that he's a god of death), but has no idea about the main plot. After all, the underworld doesn't have internet.
Pairing undecided.
