He works hard to develop his territory and improve everyone's quality of life, with rather pleasing results. The only problem is that these people keep seeing him as a mascot who loves working and can't fight. Later, Sheng Luo sits in a small garden, holding a cup of hot tea as he listens to his subordinates give their reports.
