It's rare to get three lives. The first was utterly unremarkable, and in the second she got stuck with two older brothers who were strong enough to blow up the world. So in her third life, Tong felt she should make something of herself.
She was tired of being a pirate. Being a queen didn't sound too bad. So, after making arrangements for the captain's child, Tong kicked out her scummy father from this life and became the ruler of a country, with every bit of legitimacy imaginable.
But developing a country with no money and no people seemed just a tiny bit difficult, especially with cockroaches and rats in the shadows showing up now and then to cause trouble. Tong was troubled. Tong was not happy!
If I'm unhappy, then everyone else can be unhappy too!
Cockroach pirates want to cause trouble
Tong: "Is there a bounty?"
Soldier: "There is!"
Tong: "Then put them to work first, and sell them to the Marines afterward."
Standing on the city wall and seeing that her country had only a few thousand people, Tong fell into thought.
A country can't develop with so few people. She looked toward the hazy red earth in the distance.
Since you sent little rats to my house to steal a bit of grain, don't blame me for going to your house and taking back a whole lot of people and a whole lot of your assets!
After finally developing the country to the point where its citizens could eat their fill and she had a little money in her hands, Tong was so excited to show off to her friends. But why weren't they happy?
Friend Shanks: How could he be happy? He'd gone through thick and thin to build a pirate crew, and all he needed was for his friend to join. Now the cabbage he'd finally gotten his hands on had flown away. What's there to be happy about?
Shanks: "Even drinking couldn't make me feel better. ╭╮"
When Tong's citizens learned their queen had a friend, they wanted to hide her away whenever they heard that a certain red-haired pirate crew had come looking for their ruler again.
Citizens, defeated every time they tried to stop him: Damn it! If they weren't too weak to beat that redhead, how could he get anywhere near our queen? We have to get stronger, much stronger!!!
