A martial artist who goes it alone is respectfully called a great hero. If someone like that gets tangled up in a murder case or two, as long as he runs fast enough, the authorities usually won't bother with him. There's no other reason: they can't catch him. But when a group of great heroes gather together, they become a faction. Small martial arts factions are little groups just trying to make a living. As long as they don't cause trouble, the court can't be bothered to interfere. In the eyes of those in power, they are nothing more than a mosquito that will never amount to anything, not even worth swatting. But factions that expand their business across the land and dominate an entire region are another matter. Without connections to the court, they won't last long. The authorities are sure to wipe them out.
