The heroine is secretly irresistible to everyone, and many male and female characters will fall for her. The hero is the most handsome in the story, the absolute MAX. The Matriarchy tag comes from the story's historical setting. The heroine's country was founded by an empress who decreed that only women could inherit the throne. For generations, women ruled, greatly raising women's status. In the hero's country, men traditionally became emperor, so the hero can become a monarch. This is neither gender-bender nor a story about two equally strong leads. It's a personal niche preference. The heroine isn't especially assertive, and the hero is gentle but not weak. Women have no ability-related debuffs; the world follows a normal ancient-era worldview.
