The universe is divided into levels of civilization:
First Universe: Can use the planet's basic resources, but relies entirely on brute force.
Second Universe: Can use the planet's basic mineral energy, has entered the information age, and can briefly explore the space around its planet.
Third Universe: Has the ability to dominate its star system and has achieved self-sufficiency, no longer relying on the resources of its home planet. It has entered the superatomic age.
Fourth Universe: Conceals itself so it won't be discovered by other worlds.
Fifth Universe: Peace...
Sixth Universe: Reboots the universe...
Seventh Universe: The True God
