The Gaming Queen of Infrastructure

I haven't settled on a title yet, but it'll have all these elements.

A queen, a game System, and nation-building.

Probably a Western fantasy setting. Overwhelmingly powerful, ambitious, and ruthless, yet capable of tenderness and affection. A Mary Sue. She's surrounded by people who adore her, though most of that isn't romantic love. It's the fiery ideal she inspires, along with faith and loyalty. But a ruler is always lonely.

That's pretty much it.
