The Villainess Rebels and Becomes Empress (Nation-Building)

#Synopsis: It wasn't until her whole family was about to be exiled to Hainan that Sheng Tang, who had wanted nothing more than to live a carefree life, learned she'd transmigrated into a book as a sacrificial side character. Thinking of her family's fate, she jolted upright from her sickbed and ditched her laid-back attitude: Being exiled against her will (X) → Starting a rebellion of her own accord (√) Barren and impoverished, rife with miasma, and unfit for long-term living? No, no, no. In Sheng Tang's eyes, this was a rice-growing region where three crops could be harvested each year, the only tropical cash-crop growing area in the empire, and a treasure trove where several SSR upright-official cards had been left behind. Sheng Tang: Brilliant! Increase food production and develop the local economy; Farm, build infrastructure, and learn the ways of court; Recruit worthy ministers and enlighten the people... From remote Hainan, she advances step by step into the Central Plains, ushering in an era of female emperors and creating a golden age of peace and prosperity. The people: So what if the emperor is a woman? All I know is Her Majesty makes sure we have enough to eat! Worthy ministers: Her Majesty cares about the people's livelihood, welcomes remonstrance, knows right from wrong, and keeps petty men at a distance. She is a wise ruler. Generals: Her Majesty cares about the soldiers guarding the borders and treats their families well! Scholars: I can still work through this exam prep book... P.S. The focus is on infrastructure and development. This is a satisfying, female-led career story. P.P.S. The System appears briefly in the first two chapters, then might as well be gone. P.P.P.S. The heroine isn't max-level from the start. Romance between the leads? I'll note it after the table of contents (two chapters in total). Synopsis of
