The Fourth Calamity and Her Civilization

From the moment humanity set sail for the stars aboard the ship of technology, human territory spread across countless stars in an extremely short time. A split arose between those who advocated peaceful expansion and the development of technology through the discovery of available resources, and a group of war fanatics who kept waging wars against other interstellar civilizations. A thousand years after leaving Earth, humanity had divided into two civilizations: the Human Multiverse Republican Federation and the Interstellar Human Alliance, commonly known as the Federation and the Alliance. But the protagonists of the story we are about to tell belong to neither civilization. In a remote spiral arm of the Alpha Cygni system, an unknown civilization holds sway. It calls itself the Holy Wei Empire, and still uses the most backward and inefficient system of government in the interstellar age: an empire. No one knows what its emperor looks like. She has ruled the empire from behind the scenes for thirty thousand years. No mercy, no appeasement, only war and plunder. Because all suffering and atrocities are her game. The Emperor of the Holy Wei Empire, a tyrant with no mercy in her heart. And also a wise and enlightened ruler who spreads the light of civilization to every corner of the universe. Important notes: The female lead is a Paradox Interactive player. Since she believes everything is just data, she won't show much humanity toward NPCs. She is capable of committing genocide and purging civilizations. Although the title says Fourth Calamity, that is actually the female lead's identity. This is not a Fourth Calamity story. It's something of a mastermind-behind-the-scenes story, with lots of infrastructure development and worldbuilding explanations. The core appeal is having complete control over a civilization. Written purely for the author's own enjoyment, with no MacGuffin-style main plot. Theme: That is my civilization, that is my territory. Those are my stars, and that is where I belong.
