After the Original Time Government fell, its fake Time-Travel Army lost its main source of recruits, leaving only the real Time-Travel Army. Most of the Saniwa also perished in the fight against the Original Time Government. A few survivors wanted to resign for various reasons, or asked to work for the Time Government instead of serving as Saniwa. So the senior officials of the New Time Government signed confidentiality agreements with the remaining Saniwa, offered them compensation, and allowed them to resign or transfer to other roles.
In a sense, the New Time Government was just an empty shell, kept running by the spiritual power of its few remaining senior officials.
