It all began when Luffy set sail. He hadn't crossed Reverse Mountain yet, Ace was still safe aboard Whitebeard's ship, and Thatch hadn't yet been killed by Teach. Everything was peaceful and calm, except that a black screen appeared in the sky. Its strange property was that everyone could see it, no matter where they were on the sea. However, the Celestial Dragons, the world's nobles, and the World Government couldn't see it at all. Even when people reported it, the World Government couldn't access its contents. In the end, everyone tacitly agreed to keep it hidden from the World Government.

I don't like Akainu very much because he can attack civilians for his own justice. To me, justice is a word that exists to protect civilians. What Akainu did is just like us sailing in the sky and birds swimming on the bottom of the sea. It is very ridiculous.
