Is This Supposed to Be a Comedy Anime?

After Bai Yan finished her college entrance exams, she thought she could finally get some proper rest. But she never imagined that after nothing more than sleeping in, she would become a baby all over again. Back to square one in a single day. Bai Yan felt like crying. Her parents were still the same, but the world had changed. Explain to me why the streets are full of people with brightly colored hair and eyes. They're people from the Flower Planting Nation! Black hair and black eyes are the norm! Bai Yan stared at the white-haired, red-eyed beauty in the mirror with a dead-fish stare. She had no idea how two black-haired, black-eyed parents had managed to give birth to someone like her. If her parents in this life weren't exactly the same as in her previous life, she'd think she was adopted. She had to go through high school all over again. Just thinking about it drained her of all energy. The only thing she found fun was her classmates' ridiculous antics. Hey, you there, why are you walking around with bread in your mouth? And why did you run into me? What, are you trying to give me one of those cheesy meet-cutes? Theme: No particular theme.
