What Should I Do After Reincarnating as a Fainthearted Emperor? [Female to Male]

The Liu family has a daughter, graceful and lovely. One careless mistake, and she transmigrates into the body of a male emperor.

A male emperor notorious for debauchery and tyranny, at that.

Liu Sheng: ...Help!

The emperor knows nothing about governing, loves women and sensual pleasures, insults the empress, bullies common women, and has incurred the people's wrath. Liu Sheng transmigrates just as the country is in turmoil and on the verge of descending into chaos.

Crying, she picks up the mess, promotes the country's interests, helps the people, dissolves the harem, replenishes the treasury, appoints capable officials, and tries to abdicate. But...

The people: Just keep being emperor.

The court officials: We only acknowledge you.

The empress: I've fallen in love.

The harem: We don't want to leave.

Liu Sheng: ...Help!
