No CP! Read with caution!

The Bijuu Implant Plan (BIP) is a project to fuse bijuu with human bodies in order to enhance their physical abilities. Humans who fuse with bijuu are called jinchuriki. Successful jinchuriki gain extraordinary speed, strength, healing, and reflexes, and become a powerful military asset for their country.

The BIP project was first launched by the Land of Fire. The first person to lead the project was Hashirama Senju, and the first jinchuriki was Mito Uzumaki. The second person to lead the BIP project was Tsunade Senju, and the second jinchuriki was Kushina Uzumaki. After the Nine-Tails rampage, the second jinchuriki, Kushina, died. Tsunade intended to withdraw from the BIP, but the Third Shinobi World War soon broke out, and everything was put on hold.

After the Third Shinobi World War, Kakashi rose through the ranks to at least the rank of general. At his urging, the BIP project, which had originally been shelved after its second leader, Tsunade, committed suicide, was restarted. He chose Tsunade's student, Sakura Haruno, as the third project leader, and Naruto Uzumaki as the third jinchuriki. Amid a chorus of criticism, Kakashi resolutely pushed Sakura Haruno and Naruto Uzumaki into the spotlight.

Then Sasuke defected, rumors spread, the Akatsuki began hunting the bijuu in earnest, and the Fourth Great Ninja War was on the brink of breaking out.
