BATTLE ROYALE At the dawn of the new century, a nation teetered on the brink of collapse. Unemployment had surpassed 15 percent, ten million people were out of work, and 800,000 students were skipping school. Adults had lost faith, and feared the young. So a bill was passed: the New Century Education Reform Act, commonly known as the BR Act. PROGRAM: Another popular name for the BR Act. “Every middle school student in the country has an equal chance of being selected for the BR Act. Each year, students are chosen at random from graduating classes.” “Students selected are required to participate in the PROGRAM and may not resist.
