A document jointly issued by the Nine Realms Maintenance Committee and the Human Realm.
To ensure that the privacy and quality of life of humans are not infringed upon by the growing influx of special species into the Human Realm,
the Special Species Ordinance is hereby promulgated.
1. Establish laws concerning special species and regulate their words and actions.
2. Special species with unusual appearances must learn to shapeshift or turn invisible before entering the Human Realm.
3. Select special species who meet human aesthetic standards to form a superhero idol group. Use monsters to fight monsters, and punish special species who do not obey the law.
Once this ordinance is promulgated, it cannot be amended. It takes effect today.
