The protagonist is the god who created the world.
He split his own heart in two to create two love interests. They aren't human, though: maybe a snake and a lion, or two dragons, or two wolves? He placed them in the Kingdom of the Sun and the Kingdom of the Moon. The two countries are opposed to each other because of their different ideologies. To bring them together, the god, who is the protagonist, creates natural disasters that only the two of them can fight together.
Then one day, the god gets fed up. He's the only god in the heavens, but he's also really busy, issuing divine decrees and making sure the world he created doesn't go off track. He's sick of it and decides to go on strike, so he asks his divine beast to watch over the picture scrolls while he goes out to have fun.
That's roughly how the story starts. I haven't figured out the rest yet.
He flirts with both of them, but the ending is 1v1.
