Elite Reincarnation Civil Servant

In this world, besides life and death, there is a third state of existence.

Before entering reincarnation, every soul must report to the Reincarnation Bureau to register in detail, sort through the causes and effects of their life, and find the path to their next incarnation.

Among the souls coming and going, some die with regrets and refuse to enter reincarnation. The staff responsible for mediating disputes over reincarnation are known as...

Reincarnation Bureau civil servants.

Qi Ning died.

Not only did he die, he also completely forgot how, so completely that even the memory detector for the recently deceased couldn't find out.

Until he remembers, he can't register. Without registering, he can't reincarnate. So Qi Ning becomes a permanent fixture at the Reincarnation Bureau. The bureau happens to be short-staffed, so the director has him lend a hand to a senior colleague. A man and a man working together makes the work easier.

That senior colleague is infamous at the bureau for being difficult, and even the living souls keep their distance.

Worried Qi Ning wouldn't get along with him, his coworkers organize a support session for the new recruit.

But to everyone's surprise, the difficult senior colleague comes along, walking beside Qi Ning like an old friend, all smiles and warmth.

Everyone: ???

The director thinks he's gotten a free worker, only to find that not only has he lost the free hire... he's ended up paying for another one.
