The prefect's jail is always busy, often full of unruly monsters: humans with owl heads, wind-singing trees, and so on. They eat without paying, fail to make way for the prince, and keep zipping around in front of the common folk. Sometimes they even breathe fire in the market...
Even after being hauled out of jail, the monsters don't exactly get along.
So the empress dowager, devoted to Buddhism, came up with a brilliant plan. She sent a nineteen-year-old human boy to join the monsters and teach them... how to be human.
And so they all lived happily ever after, with world peace and universal harmony.
