Synopsis

Scepter 4 is a special organization led by Reisi Munakata. On the surface, it is known as the Tokyo Legal Affairs Bureau's Fourth Division. Though called a division and seemingly ordinary, it wields power beyond that of the government.

After the Dresden Slate was destroyed, these elite members in blue uniforms, who had once worked tirelessly to maintain social order, became a group that those in high positions feared.

At the request of her superiors, the Legal Affairs Bureau sends an inspector to oversee all the day-to-day work of the Fourth Division.

Kayo Kataoka: As an inspector, I am constantly thinking about how to win over the division chief.

Reisi Munakata: As the division chief, I am constantly thinking about how to turn the tables on the inspector.

The Special Forces: As their subordinates, we never forget to raise our torches and burn, burn, burn, even as we're blinded by all the flirting.
