Chengjia City relies on its residents' dreams to predict tidal disasters. The wealthy can pay to avoid "dream offerings," while residents in the lowlands trade sleep for rent, medicine vouchers, and water. This system, supposedly covering the entire city, has heard only certain people's nightmares from the very beginning.
Eight years ago, a breach at Xiazhan Dam claimed hundreds of lives. Wen Che, a dream-chart calibrator, was blamed for secretly deleting an early warning and became known throughout the city as the "Tide Eraser." Eight years later, a girl who has been awake for thirty consecutive hours submits an impossible dream chart, predicting that the dry inland market district will be flooded in forty-six minutes. Cheng Li, a deep-water gate repairman assigned to monitor Wen Che, is the younger brother of one of the victims of the old disaster. He is also someone who has been unable to dream ever since the aftereffects of a rescue operation.
From an abandoned pressure-relief channel to a failed blank chart and anomalous samples erased by averaging, the two gradually close in on the old case. Wen Che is guilty, but not in the way the records claim. Cheng Li's brother was involved in the mistake, but tried to make amends at the last moment. The disaster arose from a system that once saved many lives, then learned to count the deaths of a few as statistical error. As an even greater compound storm approaches, they must choose between "forcing some people to sleep in order to get precise forecasts" and "a rough, transparent new plan that allows people to opt out."
They must also answer the same personal question: Does love and protection mean hiding an unbearable truth from someone, or giving them all the facts and accepting their decision to leave?
Theme: Every system that appears precise and fair distributes risk: whose experiences are considered, whose anomalies are dismissed as noise, and who may bear the cost outside the statistics. Reliable public safety requires transparent methods and costs, room for minority opinions, and the return of the right to know, the right to refuse, and the right to opt out to those who bear the risk.
