In the year 996 of the New Calendar, one hundred years after the founding of the Blue Star Federation, the Supreme Executive Council issues Decree No. 12 to ease the growing tensions between districts. It allows qualified first-class citizens from every district to run for seats on the Executive Council.
Under this decree, Lin Tianjiao, after ten years working at the Federal Security Administration, finally receives a promotion. She takes over as head of the Public Security Team in the Criminal Investigation Department, whose previous captain has died. However, she is still constrained by Federal Decree No. 11, which states that citizens from non-core districts cannot hold senior positions, so Lin Tianjiao is promoted to deputy captain.
Lin Tianjiao is a civilian girl from Industrial District 23, the farthest-flung part of the Federation. Just like her name suggests, she has always been one of the best in District 23, earning her the qualifications to work in a government department in the core districts.
After ten years of struggle through blood and fire, Lin Tianjiao has worked her way from Core District 10 to Core District 1, becoming a senior security officer charged with protecting the prosperity and stability of the core districts.
The captain's position has long been vacant, and everyone is speculating about who will take over.
The Florenz family is one of the Federation's most powerful dynasties, famous for its immense political capital and known as the "veiled hand" behind the president. For nearly a century, most of the Federation's finest politicians have come from the Florenz family.
Huo Piaoyao was one of the most outstanding members of the latest generation of the Florenz family. After losing the struggle to inherit the family, she was disowned, cast out of the political arena, and exiled to the Security Administration, where she became the unremarkable captain of the Public Security Team in the Criminal Investigation Department.
Huo Piaoyao's lowest point is the unassailable pinnacle of Lin Tianjiao's career.
Huo Piaoyao plots her return to the family and to reclaim control over the Federation's fate. Lin Tianjiao plots to break through the restrictions of Federal Decree No. 10, which states that citizens from non-core districts may not become Federal Council members, and sets her sights on the Executive Council.

[The Good Dream Corporation Serial Murders] The "Good Dream Pills" produced by Good Dream Technology, a pillar of the Federation's economy, have become an everyday necessity for residents across the Federation. Recently, the authorities have received reports of residents dying in their sleep. The Public Security Team suspects a series of murders and launches an investigation into Good Dream Corporation.
[The Immortality Project] Humanity has finally broken through its genetic limits, and the Immortality Project has made a major breakthrough. The research team in charge of the project commits mass suicide, and the Criminal Investigation Department is ordered to investigate the secret of immortality.
[Undercity Smuggling Case] The Undercity is home to the poor of the lower districts, a haven for all kinds of people, and the site of the Federal prison. All residents carry genetic locks, and anyone who leaves the Undercity without authorization and reaches the surface triggers an alarm. During its annual audit, the Undercity Administration discovers that dozens of residents have vanished without a trace. The Criminal Investigation Department gets involved and uncovers a smuggling network.
[Finance Minister's Locked-Room Death] The Finance Minister is found dead in a golden chamber in his home, with a dagger from a past civilization lodged in his chest. Yet there is no sign that a killer entered the room.
Two female leads. Lin Tianjiao follows the career-advancement path of an overworked employee, while Huo Piaoyao pursues revenge against her family and the seizure of power. Both women vie for the highest office as they solve cases, and each has her own political-marriage pairing.
The story ends with both female leads running for president with their respective campaign teams.
Cyberpunk elements, a Federation beset by internal and external crises. The protagonists ultimately become president and lead humanity into a new era of civilization.
